This program strives to preserve and improve homes by making them healthier, safer and more energy affordable. The program specifically focuses on assisting low-income people, giving priority to elderly, individuals with disabilities and families with young children. Inspections and tune-ups of heating systems are done, safety inspections of all gas, oil and wood appliances, and electrical, pest and plumbing inspections are done as needed. Insulation is installed, general air sealing measures done and minor repairs that are necessary in order to insulate the home.

Transitional Housing



The THOR(Transitional Housing Operating Rent) and TBRA(Tenant Based Rent Assistance) programs are transitional housing programs that assist homeless families achieve self-sufficiency. Families pay a percentage of their rent while families set life goals and work towards self-sufficiency. Availability is based on qualifying criteria and budget constraints.

Low Income Home Energy Assistance Program

This program provides financial assistance to help income-eligible housholds make home heating more affordable during the winter, avoid shut-off of utilities services, and maintain a warm and safe environment.

Minor Home Repair and Rehab Program

The Home Repair and Rehab Program is a Federal Grant Program to repair and increase the insulation level of an eligible owner-occupied primary residence. The repairs must make it possible for additional insulation.

Rental Assistance

We provide rental assistance to qualifying households with FEMA funds. The program can assist with a one month rent. ARRA funding is also currently available to help eligible homeless families with the initial cost of obtaining housing.

Project HELP

Project HELP is a private fuel fund

program through the Grays Harbor PUD

that provides assistance to income-

eligible households in danger of being

shut off or who are shut off. The

maximum amount a household can

receive is $250 - one time a year.

Special Circumstances must apply and

Project HELP does not run at the same

time as Low Income Home Energy

Assistance Program. The

program can also assist with a deposit to

have power turned on. Assistance is

determined on a case-by-case basis.

 

There is also a private fuel fund available to help with Cascade Natural Gas shutoff notices and deposits.

Housing Opportunities for People With HIV/Aids

The HOPWA program provides rental, mortgage and utility assistance to individuals with HIV/AIDS. Case management services and supportive services are available through the HIV/AIDS Care Consortium.
