Coastal Community Action Program (CCAP) is in charge of five houses designated specifically for the chronically mentally ill homeless population.

Group Housing (BHR Housing)

Coastal Community Action Program (CCAP) owns and operates shared group housing designed to provide stable, affordable housing for individuals who are experiencing homelessness or are at risk of homelessness and who are receiving behavioral health services through Behavioral Health Resources (BHR).

These homes are structured as shared living environments, where each tenant rents a private room and shares common spaces such as kitchens, bathrooms, and living areas. Rent is income-based, and utilities are included.

Tenants are referred through Behavioral Health Resources (BHR).

CCAP serves as the landlord for these group housing units and is responsible for property management, lease enforcement, and overall operations.


Property Management & Leasing

CCAP’s role within this housing is limited to landlord responsibilities, including:

  • Screening individuals referred for tenancy
  • Completing lease agreements and required move-in documentation
  • Collecting rent and deposits in accordance with lease terms
  • Monitoring lease compliance
  • Conducting move-in and move-out inspections
  • Maintaining property records and documentation
  • Coordinating property maintenance and repairs
  • Communicating with tenants regarding tenancy matters

Supportive services, including case management, are provided separately through Behavioral Health Resources (BHR). Some tenants may also be connected to Care Coordination services through CCAP; however, these services are separate from CCAP’s role as landlord.
